The Greenkeys projects

The problem of abandoned and devalued urban areas is common among many European cities. The environmental, economic and social decline, which these areas often entail, requires rapid reconsideration and improvements as the lowering of the quality of life may not only spill over to adjacent neighbourhoods, but also the area itself does not need to be relinquished.

The cities are facing difficulties in finding an adequate solution to the main problem of how to apply methods of sustainable rehabilitation to redevelop and enhance the areas in the long term.

The European Commission has started the EU Community Initiative INTERREG III B CADSES (2005-2008), which focuses on increasing the sustainability of cities by initialising the endowment of green spaces. By means of that, local residents and medium-sized enterprises would benefit immediately, but the scientific and practical experiences gained during the projects are equally important as they will promote transnational cooperation in Europe and bring about further projects.

The key question posed by the GreenKeys project is: What are the tools and methods necessary for increasing the sustainability of urban areas by adding green spaces, given the fact that ecological, social and economical conditions are often mutually dependent?
Greenkeys focuses on the improvement of urban green spaces as a step towards more sustainable cities. The three main objectives are

  1. to provide incentives for structural changes in cities by offering opportunities for the enhancement of green spaces. Its 12 partner cities will, together with local stakeholders, develop a strategic approach for the pilot projects to create new or upgrade existing green areas to achieve more accessibility, social and recreational values and ecological efficiency. By the involvement of local activists, the political attention to the benefits of green spaces to urban environments will be increased. GreenKeys will support the implementation/evaluation of pilot projects in order
  2. to develop a “Pool of Green Strategies” (instruments, methods, concepts and good examples) based on the experiences being made to meet the demands of future needs and
  3. to use the synergies to promote the transfer of knowledge by a transnational network and, thus, foster the exchange of the particular national experiences.

In pursuing these goals, GreenKeys brings together 12 cities in 7 countries, 8 scientific supporters, external experts, design studios and NGOs, which participate through their own networks.

location

The site of the project is an important part of Leipzig’s green space system, which is a combination of a radial and ring system. The pilot project is located on the eastern part of the ring system in the north-east of the city. This district is called Paunsdorf. Der ”Grüne Bogen Paunsdorf” is a part of Leipzig’s largest outdoor development.  
The site is situated between former barracks and an army firing range, on the edge of prefabricated housing estates, which were built in the 1980s for about 20,000 residents. The borders in the east/south are settlements (terraced houses built in the 90ies) and the urban woodland “Paunsdorfer Wäldchen”
The area was formerly used for agriculture, a market Garden and an army firing range. For some years the area has lain fallow. Therefore valuable biotopes have eveloped but also became damaged.
The area is characterized by high density, missing leisure facilities and recreation opportunities for the citizens, social conflicts especially among the youth gangs.  There are no foot paths for visitors across the landscape and for the  connection to the hinterland and also insufficient amount and quality of green spaces.

current situation

The first project parts realised until now are:
-a playing field
-the “Bürgerpark” terrace
-after removing the former military firing range has changed into meadows and   
 woodland
On the former military area as the largest part of the landscape park the pastures are used all year round by cattles and Przewalski horses.  A new concept-mixture for experiencing nature is tested here the attempt to combine nature preservation with witnessing as a adventure. The attractive animals increase the experience in the Grünen Bogen Paunsdorf.
In addition to a long term maintenance concept sheep are grazing on the adjoining agricultural fallow land.

development goals

An extensive management system shall ensure the sustainable management of the adjacent former army firing range. At the urban structure dimension the main goal is to demonstrate how to solve typical deficit for adolescents in regard to leisure facilities, social conflicts due to high density of prefabricated housing estates. Also the missing connection to the hinterland is a problematic point.
On one hand, the area is to become a recreational area for the  residents of the neighbouring housing estates, but the space is also to be a protected living space for animals, some of which are threatened with extinction. The two requirements were unified by means of landscape architecture and innovative natural protection planning to form a model solution.
as pilot project there are under development:
-a venue for adolescents (a public meeting point right into the landscape where adolescents of adjoining quarters do not disturb others) and graffiti project at the boundary wall to the living area
-a circular path around the entire pasture site, which will be built as a construction of wood and steel in sensitive areas to protect the fauna, envelopes the site
-start a monitoring of the extensive pasture concept
-monitoring of the handling the contract of parenthood, including maintenance for the venue, has been signed and given to the local citizens initiative 

how to get involved

Citizens participation started from the beginning of the planning. The view and interests of the key-stakeholders which are directly affected from the project were actively involved in the planning and development process through public workshops, meetings and periodical ublic information (leaflets, papers, newsletters e.g.) Also a public planning seminar and a landscape competition were held.                            The actors involved and partners are:
-local housing companies
-local citizens organisation
-NGOs for nature conservation
-farmers
-local industry
-citizens, esp. children and adolescents, all age groups
-offices of the municipality (youth services, school administration office e.g.)
Contact partners are the Parks and Recreation Office Leipzig and the Local Citizens Organisation of district Paunsdorf.
